  Work Plan for Stable Growth of Nonferrous Metals Industry

  The non-ferrous metal industry involves a variety of products, wide applications, and prominent strategic value. It is an important support for the development of strategic emerging industries and defense technology industries, and an important field for maintaining national resource security and industrial security. In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Central Economic Work Conference, prioritize stable growth, promote the effective improvement of the quality and reasonable growth of the non-ferrous metal industry, and achieve the expected development goals, this plan is formulated with an implementation period of 2023-2024.

  1、 Overall requirements

  (1) Guiding ideology

  Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implementing the spirit of the 20th National Congress of the Communist Party of China, fully implementing the deployment of the Central Economic Work Conference, adhering to problem oriented and goal oriented approaches, strengthening systematic concepts, better coordinating development and security, taking deepening supply side structural reform as the main line, accelerating the implementation of the "14th Five Year Plan" for the development of the raw material industry, gathering forces from all parties, focusing on optimizing supply, promoting investment, expanding consumption, and stabilizing foreign trade, cultivating endogenous driving forces for the growth of the non-ferrous metal industry, enhancing the adaptability and reliability of the supply structure to effective demand, promoting stable growth of the non-ferrous metal industry, and providing strong support for promoting the stable development of the industrial economy.

  (2) Basic principles

  Persist in supply-demand coordination. Based on the new development pattern and requirements, optimize the allocation of production factors, strengthen the connection between upstream and downstream, enhance the ability to guarantee resources, and meet and create demand with safe, reliable, high-quality and effective supply.

 Adhere to innovation leadership. Give full play to the role of innovation as the primary driving force, focus on breaking through supply constraints, strengthen cooperation between industry, academia, research and application, enhance the transformation and application of technological achievements, and promote the transformation of development momentum from relying on scale expansion to innovation driven.

  Adhere to green development. Accelerate the green transformation of development mode, handle the relationship between industry growth and ecological environmental protection, strengthen technological energy conservation and carbon reduction, enhance the layout of green agglomeration, and promote the green and low-carbon development of the entire industry chain.

  Persist in dual wheel drive. Fully leverage the decisive role of the market in resource allocation and stimulate enterprise vitality. Better leverage the role of the government, strengthen policy coordination, create a favorable development environment, and boost market confidence.

  2、 Main objectives

  The main goals for stable growth in the non-ferrous metal industry from 2023 to 2024 are to maintain steady growth in the production of major products such as copper and aluminum, with an average annual growth rate of about 5% for the production of ten types of non-ferrous metals. Positive progress has been made in the development of domestic resources such as copper and lithium, and the supply quality of deep processed non-ferrous metal products has been further improved, achieving a dynamic balance between supply and demand. The operating revenue keeps growing, fixed assets investment keeps growing, the trade structure continues to optimize, the green and intelligent transformation and upgrading are accelerated, and the unit energy consumption of copper, lead and other smelters has decreased by more than 2% annually. Strive to increase the added value of the non-ferrous metal industry by about 5.5% year-on-year in 2023, and by more than 5.5% in 2024.

  3、 Work measures

  (1) Enhance supply capacity and ensure stable growth of upstream and downstream industries

  1. Accelerate the development and utilization of strategic resources. In response to the shortage of strategic minerals such as copper, aluminum, nickel, lithium, and platinum group metals, we will increase domestic exploration and development efforts, and formulate an overall plan for the development of key resources such as lithium and industrial development. Encourage key regions to develop resource industry plans and lists of resource development projects, strengthen policy support and element guarantees, accelerate project approval, energy assessment, environmental impact assessment, safety facility design review and other approval processes through the establishment of green channels, promote the construction of new projects, the commissioning of ongoing projects, the expansion of ongoing projects, and accelerate the formation of physical workloads. Encourage regions with conditions to carry out key technological breakthroughs and industrial trials such as comprehensive utilization of high alumina fly ash, efficient lithium and magnesium extraction from salt lakes, and disposal of lithium mica tailings. Accelerate the construction of a strategic mineral resources industry basic data platform to provide public services for enterprises to develop and utilize domestic and foreign mineral resources.

  2. Strengthen the supply and price stability of key products. Build an upstream and downstream supply and demand docking platform, guide non-ferrous metal resource development and smelting enterprises to sign long-term procurement agreements with downstream users, and stabilize the supply of key products such as copper, aluminum, and lithium. Scientifically regulate the scale of development and utilization of mineral resources such as rare earths and tungsten, effectively ensuring domestic market supply. Improve the "red yellow blue" warning mechanism for bulk raw material supply, strengthen expectation guidance, and prevent significant price fluctuations and malicious speculation. Increase the national reserves of important non-ferrous metals, improve the regulatory mechanism of the national reserve market, enhance the regulatory capacity of the national reserve market, fully play the role of expected guidance and demand traction, support backbone enterprises to carry out commercial reserves, and scientifically and orderly regulate the market supply and demand relationship.

  3. Support the research and application of key materials. Around the fields of new energy vehicles, new generation information technology, aerospace, energy conservation and carbon reduction, we will leverage the role of new material production and application demonstration platforms, manufacturing innovation centers and other carriers to support the research and industrialization of high-end materials such as high-energy cathode materials, ultra-high purity metals, high-quality semiconductor materials, key materials for high-end industrial mother machines, large-sized light alloys, and new zinc alloys. We will pay attention to the creation, application and protection of high-quality intellectual property rights. Encourage various regions to adopt various forms of pilot platforms based on their local industrial characteristics, and promote the industrialization of research and development achievements in new materials and processes. Encourage research institutes to strengthen basic research and original innovation, and support the development and engineering of cutting-edge materials such as superconducting materials, high entropy alloys, liquid metals, and additive manufacturing materials.

  4. Cultivate high-quality backbone enterprises. Carry out standardized announcement management for key industries such as copper, aluminum, lead and zinc, magnesium, etc., guide the aggregation of factor resources to advantageous enterprises, and cultivate backbone enterprises for resource development and smelting. Cultivate important non-ferrous metal industry chain "chain owners" such as copper, lithium, nickel, tungsten, antimony, etc., benchmark against world-class enterprises in terms of resource allocation, brand value, innovation capability, internationalization level, etc., and enhance the comprehensive competitiveness of enterprises. Cultivate a group of specialized, refined, and innovative "little giant" enterprises and single champion enterprises around strategic directions such as energy transition metals, lightweight materials, and integrated circuit materials. Promote the participation of enterprises in the pilot work of graded evaluation of quality management capabilities, and motivate enterprises to climb towards excellent quality. Support the construction of deep processing industry clusters in regions with a good foundation in the non-ferrous metal industry, and build an industrial ecology driven by leading enterprises, coordinated upstream and downstream, and integrated development of large, medium, and small enterprises.

  (2) Intensify technological transformation efforts to promote the high-end, intelligent, and green development of the industry

  5. Support the construction of major projects. Strengthen the tracking, scheduling, and service guarantee of major engineering projects in the national 14th Five Year Plan, and promote the completion of project construction according to the planned schedule. Encourage local governments to accelerate the construction of major investment projects in non-ferrous metals, ensure the guarantee of production factors such as energy resources, land use, and labor, and strive for early construction, early production, and early results. Optimize the investment and business environment, attract more private capital to participate in major projects such as strategic resource development and new material construction.

  6. Support green transformation. Organize and implement the carbon peak implementation plan for the non-ferrous metal industry, focus on the low-carbon technology development roadmap, accelerate the promotion of green and low-carbon mature technologies, develop key common and disruptive technologies, and enhance the level of green development throughout the entire process. Intensify support for technological transformation and guide copper, aluminum, lead, zinc, magnesium, industrial silicon and other enterprises to carry out energy-saving and carbon reduction process upgrading and transformation. Accelerate the construction of a green and low-carbon public service platform for the non-ferrous metal industry, provide low-carbon technology services and solutions for enterprises, and create a benchmark enterprise for energy conservation and carbon reduction. Support industry associations to carry out evaluations of green products and carbon footprints, and accelerate the development of systematic management and technical standards for carbon emissions.

  7.Encourage intelligent transformation. Promote and implement the "Guidelines for the Construction of Intelligent Manufacturing Standard System in Nonferrous Metals Industry (2023 Edition)", accelerate the development of standards such as information identification, intelligent production of key varieties, and evaluation of intelligent factories. Support industry associations, industry alliances, research institutes, digital service providers, etc. to carry out diagnostic consulting and intelligent experience cloud sharing, accelerate the development of intelligent solutions with good economic efficiency, quick results, and wide applicability, promote manufacturing technology breakthroughs and process innovation, and build pilot benchmark enterprises. Cultivate a group of system solution suppliers to accelerate the promotion and application of intelligent manufacturing technology, equipment, standards, and advanced models.

  (3) Guide product consumption upgrading, cultivate and strengthen new driving forces for industry growth

  8. Promote the consumption and application of high-quality products. Focusing on varieties with large consumption scale and growth potential such as copper, aluminum, silicon, magnesium, etc., expanding the application fields, scale, and levels of materials and products through strengthening upstream and downstream connections, holding large-scale exhibitions, and creating model projects. Accelerate the promotion of aluminum furniture, aluminum alloy building templates and enclosure panels, high-performance copper aluminum composite materials, aluminum urban public facilities, copper water pipes for construction, aluminum foil packaging products for food, and other products related to housing improvement, urban infrastructure construction, food packaging, etc. Encourage enterprises to explore and develop magnesium alloy building templates. Accelerate the development and promotion of integrated die-casting body, aluminum alloy white body, aluminum components for power battery systems, magnesium alloy wheels, high-quality polycrystalline silicon and other products around the application needs of new energy vehicles, photovoltaics and other fields.

  9. Implement the "Three Quality" improvement action. Around key areas such as new energy, new generation information technology, and major technological equipment, we will improve the standards and specifications for the design, quality, and use of non-ferrous metal products, as well as the variety system, and promote the development of product series. Support non-ferrous metal production enterprises to establish a cooperation model of early intervention in research and development and continuous improvement in the later stage with users such as automobiles and electronics, and provide customized, functional, and specialized products and comprehensive services. Support industry associations and professional institutions to carry out quality benchmark selection activities, select a group of typical products and benchmark enterprises that innovate in quality management and improve quality. Support third-party organizations to carry out activities such as brand value evaluation and brand promotion week, and cultivate a group of enterprise brands with strong market competitiveness and high international recognition.

  (4) Optimize import and export trade, enhance industry openness and cooperation level

  10. Expand international markets. Actively provide green and stable suppliers of global non-ferrous metal products, implement stable foreign trade policies and measures, support enterprises to participate in overseas exhibitions to expand orders, and increase support for export credit insurance. Encourage the export of deep processed products such as aluminum materials and products, copper materials and products, magnesium products, etc., to enhance the added value of exports of non-ferrous metal products. Support enterprises that meet industry standards to carry out processing and trade of copper concentrate and other products. Support enterprises to leverage their regional advantages and expand into surrounding markets such as Southeast Asia. Give play to the advantages of non-ferrous metal industry in equipment, materials, technology, standards and services, and strengthen industrial cooperation with countries and regions along the "the Belt and Road".

 Encourage the import of primary products. Support smelting enterprises to sign long-term procurement agreements with foreign mining enterprises, and increase the import of raw materials such as copper concentrate, bauxite, nickel concentrate, lithium concentrate, and cobalt intermediate smelting products. Improve the standard system for recycled raw materials and expand the scope and scale of high-quality recycled raw material imports. Improve the import inspection standards for mineral products and renewable resource products, support the construction of rapid testing capabilities, and improve the efficiency of product import customs clearance.

  4、 Guarantee measures

  12. Strengthen organizational support. Relevant departments should guide key areas to implement detailed policies and measures to stabilize the growth of the non-ferrous metal industry, promote precise policy implementation, and further unleash policy effects. Relevant departments in various regions should fully leverage the role of the industrial stable growth coordination mechanism, strengthen organizational leadership, formulate and improve relevant policy supporting measures in combination with the development characteristics of the non-ferrous metal industry in the local area, coordinate and solve the pain points and difficulties of enterprise development, strengthen the guarantee of land use, employment, logistics and other factors, and ensure stable production and normal operation of enterprises.

  13. Strengthen policy support. Fully utilize existing funding channels and increase support for green manufacturing, intelligent manufacturing, high-end manufacturing, and other aspects. Make good use of policies such as insurance compensation for the first batch of new materials, and promote new non-ferrous metal materials and products. Give full play to the role of the national industry finance cooperation platform, comprehensively utilize various financial instruments such as credit, bonds, and funds, and support the development of backbone enterprises that meet industry standards or self regulatory agreements. Research differentiated management policies for the "Two Highs and One Capital" project, and support the development of enterprises that meet industry standards and advanced energy consumption indicators.

  14. Strengthen operational monitoring. Strengthen the monitoring of key areas, major parks, leading enterprises, and major projects, closely track the prices of key products, social inventory, capacity utilization, market supply and demand, and price changes, strengthen early warning and analysis of emerging problems, and make good policy reserves. Regularly organize industry analysis and operation meetings, conduct special research on industry operation, release industry prosperity index and operation reports, strengthen expectation management, guide enterprises to invest rationally and make scientific decisions.

  15. Create a good environment. Timely summarize and promote the good experiences and practices of various regions and relevant enterprises in stabilizing growth, respond to social concerns in a timely manner, and stimulate market innovation vitality. Encourage localities to commend non-ferrous metal enterprises that have grown rapidly in industrial value and are in line with the direction of transformation and upgrading. Encourage industry associations to fully leverage their role as bridges and links, carry out activities such as quality improvement, brand building, and promotion of new products, and cultivate new growth drivers for the industry. Improve the enterprise assessment system and encourage more technological and application innovation, as well as achievement transformation, in non-ferrous metal enterprises.
